Simultaneous Policy aims to address the point that any Government pressed to regulate TNCs will respond by saying that TNCs will simply withdraw from the national market, with detriment to jobs, income and international competitiveness.
Therefore TNC agreements must mainly be multilateral. However, international agreements are notoriously time consuming.
To address this problem, we will press the Foreign Office and those negotiating for the UK on important matters such as TNC law reform and climate change to make a pledge to support a particular constructive policy at the start of or during negotiations, the pledge to be implemented as soon as a stated proportion of other negotiating parties give a similar pledge to support that policy. This will result in a speeding up of decision making, as it becomes clear that an increasing number of parties are ready to act.
